On May 1st, 2007, Energy and Petroleum Minister Rafael Ramírez and workers from the Jose Cryogenic Complex, eastern Anzoátegui state, held one of several acts aimed at  taking over of operations at the Orinoco oil belt.

In a symbolic act held minutes after midnight, the workers changed their blue helmets for red ones, the color that represents the Government.
